what process shouldn't exist? are you assuming that recording your car as on the road and paying the appropriate fee is only to collect revenue?

If you didn't declare the car on the road or not, should they assume it IS on the road, and so if you don't get an MOT certificate you've committed another offence?

The MOT tells the police / DVLA the car is roadworthy, the insurance status tells them if allowed on the road legally covered for accidents. Are we going through this zero tax process for the sake of on road / SORN stats?
It's difficult to see how the zero tax declaration yearly makes any difference. Having an MOT or insurance are computerised and can be correlated / referenced without an additional step of tax declarations!? Am I missing something?

Ali, the car only needs to be roadworthy if it is road registered.
It is much cheaper and easier to police an offence of not having an MOT for a road registered car than it is to detect cars on the road that don't have an MOT.
Thus, road registering your zero rated classic car supports keeping your (and my) diesel child killer road tax down.
