Are you talking about the situation back in late 1971, when the 'HS30-H' model Fairlady 240ZG was on sale in Japanese Nissan showrooms. Or are you talking about something else?
If it's the former, then yes - the Nissan 'Sports Option' parts lists were available to the general public and the parts in them could be ordered by the general public.
On the ETC parts page 11 item 22 the spoiler is it to go onto a Fairlady S30 or a 240ZG item.
