photo shop ! open the photo, go to image on the top, click and click again on file size. tap in the size you want - other dimension is automatically calculated, click to close file, it asks if you want to save change, click yes, click on maximum quality when it asks and voila !

for other photo programmes, ask the nerds - 'cos I only know this one and even then I 'm not an ace :)
