If not, I wonder if it could be potentially cheaper if he chose to make them, or more maybe not worth the hassle to make 2 versions.

Sorry, you are right. It is the European versionMaybe I have the wrong end of the stick this tank is definitely more for the European market as it only has the breather at the top of the tank and no others like the US market version.
What's the point of the holes in the flange round the outside, as well as the actual size of the flange, the tanks are secured purely by the two straps are they not?
What I can’t figure out is the crescent shaped bracket just below the sender unit hole
