Toyota ran 1600cc Corollas in the what would now be called WRC events in the mid 70s again in response to the Fuel Crisis, while the Euro teams continued on with 2 litre and bigger cars (Escort and Stratos), so maybe the Japanese manufacturers made it a policy to run smaller cc machines.
