How do you adjust the jet position on these carbs?

What i assume is the adjustable part, the disc, just seems to free wheel!
Also to get the jets out do you just remove the two bolts holding the mechanism to the carb body?
I'd like to replace the jets as i dont know there history, are there different ones like there are needles?
I will also be replacing the needles as again i dont know there history or what spec they are, having done a bit of research a KL, BAR or BDL needle are a starting point for said carbs on a pretty much standard L28. If anyone has/is using this setup, any thoughts or advice much appreciated.

Swinging needle 2" SUs need a special tool which goes in through the top of the dashpot and adjusts the needle relative to the nozzle. Fixed needle carbs adjust nozzle relative to the static needle.

Assume mine is swinging needle then as needle wobbles a bit when still fixed in the piston and has a small spring on the top end once removed. Needle has BCC on it which according to this site http://www.mintylamb.co.uk/suneedle/ is very different to the recommended BAR or BDL needles for my application!

Thanks Mike
