Throttle / choke

Hi.
Couple of questions:
RH Drive 240Z. { round top hitachi 3 screw carbs} Accelerator linkage. In the footwell the pedal is connected via a horizontal rod. on this rod is a spring. Mine is flapping around and does not help return the pedal I have had my head stuck under there for ages trying various ways of getting some pressure on the rod to help with the throttle.. is there a way it should fit. My neck and back are killing me.. I cannot see anything in any manual regarding the spring and how to tension it.

This may be one of the reasons why my throttle takes its old sweet time returning to idle when I blip the pedal. I have 2 return springs on the carbs to help and have adjusted the damper but it still takes what seems an age to return to idle. This is not helping as I cant tune the thing properly.

Choke cables: mine are as stiff as they come has anybody done an upgrade or have any thoughts on how to improve them or are replacements available, they are oiled and slide but they are a bit short as though somebody cut them off at some point. this does not help as it means they are quite taught when coupled up which is causing the stiff operation and stopping the chokes return when close them.
