Have you run a HICAS diagnostic?

http://www.ttzd.com/tech/hicastech.html

It will tell you what is wrong.

Its actually hard to get into the diagnostic mode. The only tip I can give you about it, is start the engine and turn the wheel left, right, left, right and keep going and pump the brake pedal on - off - on - off, as fast as you can. If the HICAS light doesnt start flashing after about 5 -6 seconds. Turn off the engine and start again. It took me 4 or 5 goes to get to do it.
