Fusible Links... Where are they?

WB / GW are the wires which would have entered and left the ballast resistor before supplying power to the coil +ve. The 280 system requires a continuous 12V, so the resistor has been removed and the two wires simply joined together - all points will now provide 12V +ve - one for the coil itself and an extension to provide 12V to the distributor B terminal.
 
I think the two joined wires you are refering to are joined because as you suspect thats where the ballast resistor used to be, when removed the two wires are joined together or the rev counter wont work. When you fit a 280 dizzy to a 240 the module needs a power supply, generally taken from the coil + to the B terminal on the module the other terminal C goes to the coil -, you can use the original wire for this but I usually make up a small loom with the two wires in it.
