If its carbs there will be no return to the tank, only injection cars have that. Carbs are designed to stop the flow of fuel once the bowl is full of fuel so you probably have a sticking or worth fuel needle that cuts the flow of fuel off. Re the other pipe to the tank, does it defo go into...

Yes but if you put something in, it has to come out and it sounds like the turbos are restricting exit gas flow, doesnt matter how much NOs you put into the motor if the gases are slowed on exit by the turbos

Yes bigger sidewalls ease loadings on the drivetrain, plus the bigger the sidewall the better the launch as the wheel winds up inside the tyre and then you get to a point where the tyre gives no more and launches the car with more force due to the stored up energy in the sidewall.
