Ten quick flashes indicates that diagnostic display is about to start. Then short flashes (0.1 sec) indicate system O.K., long flashes (1 sec) indicate faulty system. There should be nine diagnostic flashes - your #3 flash is long. This relates to a fault in the fail-safe valve. This is at the rear of the car, LH side ahead of the HICAS rack. The most likely problem is corrosion on the plug connectors - pull it apart and clean to see if this cures the problem, otherwise replace the fail-safe valve.
