Missed the start but it seems to have ended up on the original tyres?! Why were they removed?

First owner bought it in 78 and fitted the wires. Kept originals in the garage. Drove for 2000 miles then put it in the garage for the winter. There it stayed until the tv guy turned up. Apparently they'd been discussing it for over 15yrs.
