Datsun 240Z Rear Valance Prep

Hi All, I'm preparing my rear valance for (eventual) paint and was wondering whether it is safe to flatten/grind down the two spot welds (for cosmetic reasons only), next to the right-hand bumper holes - see attached photo. Looks like they secure the brackets for the fuel tank strap to the body. I've Googled welding websites and I get mixed opinions - some say it would make no difference to the strength of the weld but others say the opposite. Obviously I would prefer not to loose my fuel tank when I fill it up! :)

Not sure about the safety, but I specifically look for these and the larger seams each side as evidence of how much filler work has been done to the car.

Yep true, the bumper is going back on so it will be hidden. Good point about the filler indicator too. I'll leave well alone.
