My non expert opinion is that if you've got original diff and drive shafts you can have your 2 points for axles.
For steering points I think you'd need rack, tie rods and steering arms.

It is a can of worms and is best kept at the greatest distance possible. Thankfully, it is completely unconnected to the MOT revisions and “substantially changed” definitions used in that situation. Don’t confuse the two. Otherwise, most of the classic and modified cars in the U.K. would be permanently off the road!

Bear in mind that this identity system is primarily designed to target vehicles which are not what they claim to be, I.e. vintage and classic cars of very high value that feature almost none of the original parts yet claim historically significant identity, or things like kit cars that are registered on old identities but have little to no parts left on them related to that ID, e.g Countach replicas registered as V12 Jaguars etc.
